  1. Usage: CD [<path>]
  2.   If a <path> is specified, this changes ircIIs working directory. 
  3.   This is the default directory for EXEC's and other things
  4.   (such as logs) that don't have absolute paths specified.
  5.   CD with no arguments shows you the current directory.
